You can downgrade from Hobby to the Free plan by cancelling your subscription from the Billing page - the changes take effect at the end of your current billing cycle, and your account will revert to the Free plan ($0/month with $1 of free resource credit per month). Note that the Free plan has significantly reduced resource limits (0.5 GB RAM, 1 vCPU, 0.5 GB volume storage) and volume data from the Hobby plan is retained for 60 days after cancellation.
