So does that mean the only free plan that is permanently effective now is the one dollar per month option?

I've seen many posts saying there is a monthly free quota of 5 US dollars, and I thought this plan was still available.

The $5 is the trial. The only Free plan there is is the $1 per month.

^ yup. The Free plan includes $1 of free credit per month. The $5 credit you may be thinking of is either the one-time trial grant (which expires after 30 days) or the $5 of included usage on the Hobby plan, which costs $5/month. Adding a credit card alone does not grant a recurring $5 monthly credit.
