Hey, as per the table that is shown on Railway's pricing page, the hobby plan has a limit of 50 projects.

Technically speaking It is not restricted as it is usage based, so you can create any number of projects. From a practical standpoint with the $5 you get will let you run a fullstack application or a simple template full time. that being said you can optimize the use of resources to stretch it by using serverless instances
