How $20 of monthly usage credits of Pro Plan work?

I'm confused on how the $20 worth of monthly usage credits work on the Pro plan.
A screenshot of a complete month usage is attached
What is the meaning of $ 5.83? Total project usage? Usage after 20$ worth of credits?

This means you used $5.83 worth of RAM, CPU, storage, etc. If you're on Pro, you'll always be charged $20 at a minimum. The extra $4 I believe is from taxes in your region (though it's quite high...)
