Why usage based Charge is not applied

I have not used $5 monthly charge but still i have been charge $5.

The Hobby plan has a $5/month minimum charge that includes $5 of usage credits. Even if you use less than $5 in credits, you still pay $5. You only pay more if you exceed the included credits.
