i have tried to connect smtp.gmail.com which have failed to respond to user communications, due to this am trying to switch to resend.com but I don't have access to the DNS of this domain since I bought it via rawiilway.com and am as well hosting on railway.com. Any help for this email communication will be highly appreciated.

You should be able to access the DNS manager on https://railway.com/workspace/domains
Check the docs for more: https://docs.railway.com/networking/domains/railway-domains#dns
And the reason SMTP was failing is that SMTP port is only available for Pro Plan and above, see https://docs.railway.com/networking/outbound-networking#email-delivery
