Do we have to pay 5$ every month or just for the first time activation for Hobby plan?

Hi I just joined and I see an upgrade option for hobby,
"We will charge you for your usage above $5 at the end of the billing cycle."
What does it mean?
"You will be charged $5 upfront to activate your Hobby plan."
So we pay one time but not again for each month?
