IIRC no, but it would be severely limited. I would recommend upgrading to the Hobby or Pro plan depending on usage.

hobby/free is non-commercial only per railways terms of service, it says you can only use it for internal personal non-commercial use, not on behalf of or for the benefit of any third party. commercial apps need pro. theres also an acceptable use policy (railway.com/legal/acceptable-use) but that covers separate stuff like no crypto mining/reselling/etc, the commercial restriction specifically comes from the ToS plan terms not that page
