Monitor App Errors?

Question

How do I set up a monitor to email me when there is an error in my app?  
  
[This document](https://docs.railway.com/observability#creating-monitors) suggests there should be an option in 3 dot icon in the Observability section, but I don't see this as an option on any of the widgets.
