ubject: Custom domain SSL certificate stuck — need manual re-trigger of cert verifier

Hi Railway team,

I'm trying to migrate a custom domain (www.gmep-france.eu) from one service to another within my account, and the SSL certificate issuance is getting stuck on the destination service despite DNS being fully correct and propagated.

• TXT verification record _railway-verify.www.gmep-france.eu was added correctly (confirmed via multiple resolvers: Google 8.8.8.8, Cloudflare 1.1.1.1, and our registrar OVH's own resolvers)
• The domain was stuck on "Waiting for DNS update" / certificate issuance for 30-40+ minutes despite DNS being fully correct and propagated, confirmed via multiple independent DNS resolvers.
• We have gone through 2 add/remove cycles on this domain (once moving it to gmep-france-site, then rolling back to our other service "eqrs-saas", project "observant-wonder" ID 30ba55f2-f8a5-40a9-aef0-0a71d94c7d74, service ID e2b81f29-79f4-4083-8f71-404145648313) because of this stuck certificate issue causing production downtime for our business site.
• Currently the domain www.gmep-france.eu is pointed back at eqrs-saas (working fine, valid cert) as a safe rollback, but we still need to complete the migration to gmep-france-site once the certificate issuance is unstuck.
• Could someone from your infrastructure team please check the certificate issuance logs for our account and manually re-trigger/kick the domain verifier for www.gmep-france.eu on the gmep-france-site service, or let us know if we've hit a Let's Encrypt duplicate-certificate rate limit from the repeated add/remove cycles?
