Ability to pause projects

Like many people I've got a ton of perpetually unfinished projects, I think it'd be a great addition to be able to pause projects so compute / traffic / memory usage is locked to 0 while only paying for the storage fees.

This'll help keep costs down for hobby users like me.

Yeah I usually turn that on wherever possible but I think in the past web crawlers would ping my site online - so not entirely a total pause (just returned to railway after a few months of programming burnout so apologies if anything indexing related has changed!).
I got this idea upon seeing my account frozen after my break (since I top my account up on credit instead of getting billed per month) - seems the functionality of pausing projects is already there but not open to users triggering.

Thinking of it, perhaps in the current state I could remove the Public Networking setup and have the pods sleep to 0 to get as close to 0 activity as possible to minimise billing (I don't use cronjobs but I assume they'd use the internal networking? so would also need to be deleted and reapplied to 'unpause' the project with this approach) - still would be a super nice quality of life feature to have a way to freeze entire projects though slightly_smiling_face emoji
