Ability to remove plugins and services(metro) from specific environments

I am hosting a side - service in two environments that needs postgres. Railway deploys postgres and repo for each environment. I can remove
and disconnect auto-deployments for each environment but no way to remove plugins

Another case - I am adding a new feature in my project that needs a database. This feature needs time and can take 2-3 months before it gets into production. Database in production environment will be of no use for 2-3 months but I will have to pay/credits will be used for that
