Add South America Region

Many apps deployed in railway face some latency between client and server when user is in south america. Would be nice to ease this experience allowing replicas in South America Region

For example, at least ~170 ms of latency is added from the network path (Chile → Virginia, US East, ~8,000 km).

We would really like the sourh America región as well, we are planning to migrate to fly.io which is really annoying but latency is being an issue now
