By default, all new projects get deployed with max resource limits, but we don't need that. Most of the deployments are for testing initially, so they don't need full resource limits. I want to pre-set that all my projects gets deployed with resource limits i want.
Modifying the resource limits for each service deployment is a waste of time and sometimes i forget to do that which cost me money for nothing.

I really need this too. Most of my apps don't require the full 32 vCPU and 32 GB memory and it would be nice to not have it maxed by default for all my services.

You would only be charged for what your application uses; you are not charged for the maximum you have set.
I can definitely see how this would be helpful, but it might not be as helpful as you may think, given that we do usage-based billing.
