Clone app "railway down"

Add a clone feature to get the app files in case app files was deleted maybe something like: railway down (instead of up) that will get a copy of the app files in the current directory, can be useful for teams

There's something interesting here (which probably ties in with native integration like git push railway master)
However, we're going to close this for now to keep the board clean and revisit this when we've got a better idea of the larger picture
