Scenario: you have a nice PoC project up and running but it need not stay running for a time (no active users, more dev work incoming first) and consume Railway resources and account funds (ie. by background workers regularly polling DBs for work etc), yet you don't want to Delete it.
This would just simply bring everything down / offline / non-running.
("Remove deployment" for multiple services can get clunky (and ambiguous aka not-the-disable-use-case-really), same for bringing them back on again after a while.)

I think what Phil's talking about is in addition to app sleeping.
App Sleeping => Wakes on request
This would be "Doesn't wake on requests"

Now that I realized this forum/community-hub is a new homegrown / tailormade project of yours, I have no doubt post-editing & much more will be incoming in due time. Good stuff!
(Vaguely related: I changed my Railway user display name after having here logged-in-with-Railway, and the change is not reflected here even a day later. Might already be on your radar =)
