I'd like to have a feature that might already be there, but I just can't find the right terms for it. It's similar to Vercel's "promote to production" feature.

Problem:

I want to make our deployment gap as small as possible, meaning I want all apps deploy to the new version all at once. Currently, I cannot build and boot a railway deployment before it gets promoted to production, meaning I can only kick-off the full deployment.

Solution:

I want to be able to kick off a new a new deployment that gets built and deployed, but not promoted to "traffic". I want the deployment to wait for a CLI ping before the traffic is moved from the old deployment to the new deployment. This flip should take at most 1 second, making it easy for me to coordinate the promotions of all services I use.
