Earning withdrawals should not be locked behind a usage-based plan

Recently I've run into the issue where I cannot withdraw my earnings from my template kickbacks, whether it's to my Railway Credits or to Cash (Github Sponsors). This is seemingly due to my plan, which is a prepaid based plan I loaded up with credits.

Prepaid users cannot send credit transfers, but they may receive them. To send credits, please upgrade to a usage-based account.

This is the message on the earnings page I see when I try to withdraw. Withdrawing doesn't transfer things between users so I see no reason for it to be locked behind a usage-based plan.

To add on, I'm unable to upgrade to a usage-based plan easily anyways, as I already have credits in my Railway account. I don't have enough usage to use those credits due to the $5 monthly credit, and they currently sit unused in my account - the only way to change to a usage-based plan according to the docs is to use up all those credits. That's not all - because I have to cancel and resubscribe, I may also lose the $5 monthly credit and have to pay extra, all in order to withdraw my earnings from the platform.

TLDR; Earning withdrawals locked behind usage-based plan for no apparent reason, unable to upgrade to usage-based plan easily
