Enterprise customers need the ability to restrict behaviors on the platform, or else they can't safely roll out Railway to hundreds of developers internally because the risk of happening is too great.

Enterprise workspaces have no centralized policy controls. Each restrictive behavior is implemented ad-hoc or doesn't exist at all. Enterprise admins can't self-serve governance — they have to ask us to flip internal flags.
