Feature request: When an environment variable is added, Railway correctly prompts for a redeploy. However, if the project is later redeployed due to a code change, the new deployment should automatically include the updated environment variable.

Currently, the project is deployed first, and then a separate redeploy is required for the environment variable to take effect.
