I am a user of railway since 2 months and I have seen the most common help topic ask by people in server is that "why are we banned from railway". So I suggest you to make a splash screen with fair use policy to users. Like, when a new user register and deploy there first project a window containing fair use policy should splash. Cause 80% of the users don't know about what can they deploy and what is prohibited. So, this may help in controlling these ban appeals.
