IaC define project and environment directly in .ts file

Hi there, so basically we have a monorepo being deployed as two types of projects A and B, each has 2 environments. I find it impossible for me to define an IaC file, for each project and each environment, without the help of Github action.

I would like to define sth like these:

A.production.ts,

B.production.ts,

A.test.ts,

B.test.ts

and within each file, be able to lock "project + environment" as target, so I don't need to rely on GH action and/or railway_token env var to run "railway config apply/plan".

If you think about it, anyone try to run "railway config apply" needs to login first anyway, why not just have the "project + environment" defined in the IaC file? A more weird thing is that you have "--environment" already in CLI, but there's no "--project" (otherwise I'm ok using --project --environment --file" combination to achieve the lock on).
