Inbound IPs needed if DNS is does not allow @ Root Domains

Is there a way we can purchase inbound IP, so I can set a root record in our DNS for the domain, i.e 123-reg does not allow @ as root with CNAME, only A record. Thus even with forwarding, previous URLs become dead, due to Railway / DNS being incompatible.
