Currently Railway architecture treats service instances/replicas as a homogeneous pool where only total count, not individual instances, can be controlled. I found no GraphQL mutation, CLI command, or API endpoint to scale up or down a specific instance by ID.

Please, can you add an option to scale down a specific instance by ID? Or is this feature planned for a future release?
