Introduction of railway.json

instead of going to https://railway.app/button and getting huge link I recommend a railway.json file in repo where I write vars info and the final deploy link becomes railway.app/deploy?url=repo_link SHORTER_LINKS= BETTER_IMPRESSIONS

Going to close this, not because we think it is a bad idea, but because there are two related issues we wanna solve.
- A better deployment primitive that is better than a Dockerfile
- Shorter Railway deploy links Once we tackle those, it will give the impression of what you are aiming for :)
