Add support for liveness probes

Currently, Railway will restart your instances based on your restart policy if your application crashes out
"Liveness probes" would be used to poll the replicas to check their health. If a check fails, that replica would be restarted.

+1 definitely be useful to have health check to restart unhealthy instances!

+1, would be nice to restart failing replicas or also have the load balancer redirect requests to healthy instead of unhealthy replicas
