Option to skip rebuilding when deploying environment variables

When updating environment variables, it would be helpful to have the ability to redeploy by only restarting containers, skipping the rebuild step.

This would also be useful for when non-code changes are needed to fix the deploy step (ie. updating/adding user roles in the postgres service).
