I think this would work great for people who only want to host more projects but don't want to upgrade to the $20 plan. $3-4 per project would work great in my opinion.

Not needed now because of usage pricing.

Usage based pricing now allows users to have control over cost. We may revisit this suggestion in the future for example if you wanted to cap per project usage.
