Would it be possible for railway users to opt-in to certain maintenance windows?

Status quo is a mail that says "[NOTICE] Temporary Service Disruption"- your service will be offline in 10min.

This way, we would get a chance to at least choose the least busy time.

Ps.: I don't really get, why downtime is a necessity nowadays anyways...?
