Railway's Github app should deploy previews for PRs whose branch is notmain, so that stacked PRs (a common workflow!) get previews.

Also, the documentation on preview deployments doesn't mention the limitation that PRs need a specific base:

Railway will not deploy a PR branch from a user who is not in your team or invited to your project without their associated GitHub account.
