The essential of what I want is the equivalent of heroku run <cmd>

Heroku would spin up a new instance with your "image" and all the environment variables loaded and run the given command.

This allowed you to do things like heroku run python scripts/backfill_stripe_subscriptions.py without clobbering an existing service handling user web requests or jobs.
