Support custom domains for PR environments

PR environments currently default to Railway-generated domains. While you can add a custom domain manually, it'd be great for us to support automatically-generated custom domains in PR environments.

This would be useful for scenarios like CORS or any domain-related restrictions.

That would allow us to better manage our CI and testing environments.
Ideally, it would be great to support custom wildcard domains and have a deterministic name (eg: environmentName-serviceName.example.com)
