Support database cloning in environments

When spinning up a new environment, it'd be great to have a copy of my base environment's data in database services to test against.

We could re-use the migration templates in our database migration flow to accomplish this 🤔

Hey Matiassimone, we recently released a feature "Copy Volume Data" that we hope addresses your issue. The volume data from your base environment will be copied to a new PR environment. More docs here: https://docs.railway.com/guides/environments#copy-volume-data

I'd be interested in something that addresses the same issue. Populating the database with data from an existing environment. Also can't find this feature.
