Support .locale file as in heroku-buildpack-locale
https://elements.heroku.com/buildpacks/heroku/heroku-buildpack-locale

Currently it is impossible to use locale other than basic ones (pl not supported)

It'd be great to support this natively in Nixpacks. Any preferences on how you want this to work?

In the meantime, would installing language packs work? Nixpacks -> Configuring Builds -> Install additional packages
