Subject: Is a Telegram userbot (MTProto) that summarizes public channel posts permitted under the Fair Use Policy?
Body: Hello,
I am planning a service on Railway and would like to confirm whether it is allowed under the Fair Use Policy, specifically the "Mirrors / Userbots" item.
What the service would do:
Log in to Telegram with a personal user account via the official MTProto API (api_id/api_hash from my.telegram.org). Credentials would be stored only as Railway environment variables.
Read new posts from two public Telegram channels.
Summarize long posts and publish them to my own Rubika channel, with the source channel name and post link cited.
Skip ads, duplicates, and spam. Keep original photos and videos where technically possible.
Run as a single worker with low request volume, respecting Telegram rate limits.
My questions:
Does this use case fall under the "Mirrors / Userbots" item of the Fair Use Policy, which covers clients logged in as a user account to mirror or scrape?
If yes, is it prohibited on Railway, or is it allowed with specific conditions?
If it is not allowed, which Railway-supported approach do you recommend for reading public channels?
Please reply with a written answer I can rely on, and link the relevant policy section.
Thank you.
