Sometimes several PR's are merged very close together. This triggers multiple, stacked deploys. This also happens when I change several variables.

What I want to do is be able to just pause deploys for a bit. Change a bunch of variables, merge a bunch of PRs, then turn on deploys again and get all the changes applied at once.
