Treat weekends as off-peak for free-tier deploys

Free-tier deploys are blocked from 08:00–20:00 in each region, seven days a week. I'd like to suggest that the window apply on weekdays only, or at least be narrower on Saturday and Sunday.

The restriction makes sense on weekdays: that's when the region carries the most paid production traffic, and free-tier builds are the fair thing to shed first. But that reasoning is exactly what weakens on weekends. Business workloads drop, deploy frequency for paid teams drops with them, and the capacity the window is protecting is presumably less contended — while the blackout stays identical.

Meanwhile the people it blocks are hobbyists, and weekend daytime is the only time many of us have to work on a side project. The current window removes both weekend days almost entirely, which pushes free-tier deploys into late evenings rather than spreading them out.

Concretely, any of these would help, in order of preference:

  • Apply the peak window Monday–Friday only.
  • Use a shorter weekend window (e.g. 12:00–18:00) instead of the full twelve hours.
  • Set the window based actual utilization, so it reflects real contention rather than a fixed schedule.
