In 5$ subscription plan does it come with some base resources? Like the 8vcpu and ram is the maximum resource limit or the limit that 5$ covers?

I mean is this 5$ is providing us with any minimum resources or it's just a platform fee and we need to pay from the start of our resources and no minimum free resources are provided?

Because just to keep a container running paying 5$+ does it really worth it.
