ISSUE:
All 20 services are offline because deployments queue instantly and never progress to building, even with only 1 service deploying and nothing else running.
SYMPTOMS:
- Deployments stay in "Queued" status indefinitely (10+ minutes)
- No progression to BUILD_IMAGE or any other stage
- No build logs generated
- No stuck BUILDING deployments blocking the queue
- Occurs even on single service deployments
- All services are on branch fix/vuln-fixes
This appears to be a build queue system issue, similar to resolved threads about stuck deployments blocking the queue.
