Your workspace is active on Pro with all invoices paid, so this is not a billing or payment issue. The most common cause of every service going REMOVED simultaneously across all projects is hitting a compute hard limit, which takes all workloads offline workspace-wide. You can check and adjust your compute hard limit at your workspace usage page - raising or removing the limit will allow services to be redeployed.
