Already on Hobby Plan but Being Prompted to Upgrade When Creating Services

I'm experiencing an issue where I'm unable to create new services despite already being subscribed to the Hobby plan.
Current situation:

My billing page clearly shows I'm on an active Hobby plan (see screenshots)
Current usage: $0.68 (well within the $5.00 included usage)
Credits available: $5.00

The problem:
When I try to create a new service, I get a modal saying "TIME TO UPGRADE" and "Thanks for trying Railway - Pausing Hobby deploys while build backlog processes" (see screenshots). It then prompts me to "Upgrade to Hobby" even though I'm already subscribed.
What I've tried:

Logging out and back in
Clearing browser cache
Checking different browsers

This appears to be a billing/subscription state sync issue where the system isn't recognizing my active Hobby subscription when I attempt to add a new service.
Could you please look into this and help resolve the issue?
