Usage limit alert emails are sent to the account owner's email and there is no built-in option to send them to an additional address. As an alternative, you can set up project webhooks to forward alerts to a Slack channel or Discord channel where your team can see them, or to a custom endpoint that re-sends the notification to a shared email/distribution list.

Enterprise's Environment RBAC controls who can view or modify restricted environments, but it does not change how usage alert emails are routed. Those alerts are tied to the workspace and go to the account owner's email regardless of plan.
