Right now whenever someone who is not in the Railway team makes a commit we have to approve it manually
Is there a way to auto approve these commits? Or add contributors into a whitelist?

You can add them to the workspace so that they will be auto approved!

Where do I add them to the workspace?
There email is currently a Project Member with edit permission, but we are still seeing them listed as an "external contributor" when their GitHub account contributes. Do we need to associate them so that Railway realizes they are the same person?

Since you already have them as project members, as long as the email on their Railway account is linked to the GitHub account that they are making the contributions from, they will be approved.
