App is not building or deploying. Stuck in queue and initializing. When I try to delete the service, that's also taking a long time.

The service in question now shows a status of REMOVED, so the deletion completed successfully. If you need to redeploy, you can create a new service in the same project. If deployments continue getting stuck, try redeploying from the dashboard or pushing a new commit to trigger a fresh build.
