Hello,
I manage another account as a guest, they have a DB stuck on Attempting to connect to the database... after a lot of minutes it shows fail to connect via ssh or something like that.
I tried restarting, didn't do anything, I tried redeploying, it ran for over 15 minutes and then I aborted it. Tried duplicating the DB to see if I could get a copy of the volume as well so I could do a dump, it did not work either, I suppose that's not hot it works.
Yes, I read all the other similar threads, none of them work

We identified an issue where a network interface on one of our underlying hosts failed, which caused latency in our system. This has since been resolved, and your database service should be back to normal. Apologies for the disruption. Moving forward, we'd recommend a high availability MySQL setup to help avoid impact from issues like this.
