Diagnostics completed:

• Railway GitHub App installed with all-repo access and correct permissions
• GitHub account connected at Railway account level
• Service source configured correctly
• Manual redeploy works (credentials are valid)
• No webhook registered on repo despite multiple reconnect attempts
• OAuth reconnect flow skips GitHub redirect (cached state, not refreshing binding)

Root cause: Stale project-member↔GitHub-identity binding on Railway backend preventing webhook creation.

Request: Reset the binding and trigger webhook re-registration for this service.
