Hello,
I have a static site hosted on railway and my customer is handling his DNS in azure.
Their support is telling me that they are not able to handle CNAME on root record and that they need a static IP address to make the setup.
I have seen that railway doesn't support inboun static IP address but is there a work-around for setup in azure ?

I'm afraid you don't have much of a choice here.
You either can't use a root record, or you'll have to use a different DNS provider (Cloudflare is recommended).

And yes, you are correct about the fact that Railway does not support using IP addresses for DNS records.
do you know if there is some azure setup that would allow the same behavior. I have read they use alias record but I don't know much about it

I wouldn't trust an Alias record, most DNS providers don't support Dynamic Aliases.
Small follow-up, It was not possible for our client to move the dns handling to cloudflare so I did setup a small reverse proxy using caddy on a hosting provider giving me an IP for my reverse proxy.
