I have my project linked to a github account termed, how i can exchange it without changing accoutn or paying more, i just need to change the project (I have hobby)

You can disconnect the current GitHub repo from your service in the service's Settings tab, then connect a new repo from a different GitHub account. If you need to link a different GitHub account to Railway, you can do that under Account Settings. There is no extra cost for changing the connected repository.
