Billing question

I have sorted my issue by now, so this isnt urgent, however I have a couple of questions.

I had money in my account for my railways bill, however it said I had insufficient funds when I woke up this morning after my transaction

So my questions are:

A) does railway actually attempt Bill payments on the day or do they attempt them beforehand as this may be my issue i had

B) if a failure happens again, what is the timeframe i have to fix it before being cut off (for example if im away from my workspace for a few days)
