Railway production deploy for email-worker intermittently fails
at "Deploy → Configure network" (build succeeds, start command is correct: npm
run start:worker), leaving service stuck in Initializing. Likely Railway
networking provisioning/account-gating ("Action Required") rather than app
code regression.
